Why does some of the local resource names appeared in users lists?

Users appear to be automatically added - Administrator can see new
Users listed although administrator did not add these Users. Is it
possible they have been added via local resource names? Is there any
ways to prevent this from happening.

Please advise. Thank you.

The user accounts were created automatically when the PM published an
enterprise project containing local resources. Your Project Server
administrator should immediately disable the automatic creation of user
accounts in PWA. To do so, complete the following steps:

1. Log into PWA with administrator permissions
2. Click Admin - Server configuration
3. In the features grid in the middle of the page, set each permission in
the Account Creation section to Deny
4. Click the Save Changes button

Beyond the above steps, I would recommend that the Project Server
administrator click Admin - Clean Up Project Server Database and then delete
the user accounts created automatically by publishing a project containing
local resources. In the future, I strongly recommend that you teach your
PM's NOT to use local resources in their projects, or if they actually need
to do so, refer them to the following FAQ for the proper way to use local
resources:
