why does the end user license agreement keep appearing in outlook

I keep getting the End User License Agreement popping up whenever i launch
the program and i keep accepting it but it shows up the next time i launch
the program again.

You'll need to accept it as an administrator.
For Windows 2000 and Windows XP logon as the administrator, start Outlook
(or Word if you don't have Outlook configured under the administrator
account), logoff the administrator and then logon as yourself again.

If you're on Windows Vista, right click the Outlook icon and choose Run as
Administrator, accept the EULA and then restart Outlook again.
