Why does the license agreement keep popping up?

I downloaded Office 2003 from discs on a new computer I purchased. I think
it is properly registered. However everytime I get into an application the
license agreement pops up. I accept it and then the application works fine.
BTW I am running Windows Vista Home Premium on the new computer.
