Why does the pop-up window not appear?

I follow the following directions:
In Page view, at the bottom of the document window, click Design .
To open the Behaviors task pane, on the Format menu, click Behaviors.
On the page, select the page element — for example, text or a graphic — that
you want to trigger the pop-up message when it is clicked.
In the Behaviors task pane, click Insert, and then click Popup Message.
In the Popup Message dialog box, type the message that you want to appear in
the pop-up message box, and then click OK.

The "page element" in my case is the word "testing."
After the above, I proceed to test what I have done. So, I click on the
selected text ("testing") to see if a pop-up window appear with the pop-up
message. Nothing happens.
When I insert the event in the Behaviors task pane, the selected text does
not change into a hyperlink or something else which indicates that it will
react when one clicks on it, or holds the mouse over it.
In the instructions I, also was expecting to see some choices in the design
of the pop-up window.
It is probably something simple, which I am missing.
I will appreciate your help,
Philos

A few suggestions....

1) Your browser, anti-spam, anti-virus, firewall or anti-spyware could be
blocking popup windows..... any or all the aforementioned products
could/do/can block popups. Check all of these utilities that you may be
running.

2) Does your site show any "error on page" message (usually a javascript
error, and the message appears in the status bar in the bottom left hand
corner of the Browser window).

3) You'd need to test the pop in a browser, so go "preview in browser"
because it may/may not work in Frontpage preview mode. You don't mention
*how* you're testing it - whether in a browser or FP preview mode.

4) Try the Spawn add-in from www.jimcosoftware.com - does the same thing as
the FP2003 browser window behaviour, with a few more enhancements.
