That's because the first and the second entries in the <fills> element are
reserved by Word:

<fill>
<patternFill patternType="none" />
</fill>
<fill>
<patternFill patternType="gray125" />
</fill>
¡¡ here are our custom fills
</fills>
In your example xlsx, the green fill is located in the second entry of
<fill>. Word disregards it and still uses "gray125". The resolution is to
move the green fill to the third, and modify the xf in cellXfs accordingly.
