Why does using FQDN bring up windws authentication dialog?

results ina Windows Authentication Dialog
after entering sound credentials the Home page displays in the same way

http://server/ProjectServer straight to the home page
http://server.company.com/ProjectServer windows authentication dialog THEN home page

If you remove your proxy server from IE connection settings, does the problem
still occur ?

But we don't configure a proxy server in IE connection settings.

Add the FQDN as a Trusted Site on the client box.
