Why does Visio 2003 scale EMF files 120% when saving?

When I import .emf files into Framemaker that were created in Visio 2003,
they are coming in at around 120% larger than the original Visio file. This
wasn't happening with Visio 2000. Do I have to go back to 2000 or is there a
fix out there for this problem?
