Why does Vista Email switch quotes etc. to accented vowels?

In the middle of writing an email, ?,",' etc. all become accented vowels. The
problem is similar to accidently hitting the caps lock key WHICH CAN BE
UNDONE BY HITTING caps lock again. Help is hopeless. How do I undo these
diacritical marks? Thanks.
