Why does Word say I am on Page 11 when I am only on Page 1?

I have searched through all Word help areas and I cannot figure out why on
the bottom Left hand Corner it says "Page 11 Section 1 1/38" It is
throwing off my TOC and page numbers on the document.

Go into the footer on page one. Click the Format Page Number button on the
header/footer toolbar. Likely, it is set to "Start At" 11. Change it to 1.

In the status bar, far left, Word will report the page number that is set to
print on the page, and not the "sheet" location in the document like the 1
of the 1/38 indicates.
