Why doesn't IME Setup (both XP and non-XP) work?

First, I downloaded Chinese Simplified IME Setup for Windows XP, but it said
I needed Office XP to install it; however, I have Windows XP with Office XP.
I also tried to install the non-XP version, but it said it wasn't compatible.
