why doesn't outlook 07 use my windows theme?

We have just had our email converted from Lotus Notes to Outlook 2007. The
rest of our office suite is 2003, except Project + InfoPath which are 2007.
Our OS is XP and all programs create windows, including Project and InfoPath
using my (Classic) theme but Outlook ignores it for main windows, but does
use it for less-used ones, e.g. Customise.

How can I get Outlook to use my theme?

You can't. Office 2007 productivity apps are the first to deviate from
using the operating system themes/colors.
