why doesn't outlook 2003 allow for auto send/receive upon opening?

My last version of outlook express would perform a Send/Receive upon opening.
How do I do it on outlook 2003?

Tools>Options>Mail Setup>Send/Receive. Define a send/receive interval and
Outlook will perform a send/receive when it starts.
