Why doesn't Visio 2003 support CGM (Computer Graphics Metafile)?

I just got my Visio upgrated to 2003, and discovered that it is unable to
import CGM (Computer Graphics Metafile).
I have searched for a CGM filter for Visio 2003, but I could not find it.
We get EMC measurement plots in this format, these are in black/white so
visio is used to add colors and compare the measurements, unfortunately CGM
is the only format that is available to us.

Since CGM is vector, then you should convert to a compatable vector format,
say SVG...
