why don't all icons in tool bar highlight e.g., "New" "Reply"

a number of the choices on tool bar don't highlight so nothing happens when I
click them for example, I can't get a new message format to type a message in.

Version of outlook? Is it activated? Do keyboard shortcuts work? (Ctrl+N for
new messages, Ctrl+R for replies).
