Why has newprof stopped working for Outlook 2000?

We have been using a Kixstart logonscript and newprof.exe to create new user
profiles for Outlook 2000 in a large Exchange 2003 environment. After the
October OS patches, the process stopped working. Now, after a user logs on
and starts Outlook, the Check Name dialog appears with the server name
visible and the resolved username appearing, prompting the user to complete
the data and press OK.

When the user presses OK, they get the odd message: "Changes cannot be made
while Outlook is running, please logoff and try again." They are then left
with the choice of cancelling and getting a message that the profile is not
properly configured.

I tried switching to ModProf which did not improve matters. The patch
version of Office does not appear to make a difference, my most recent test
was on a fully patched version of Office 2000.
