Why Help in Word 2007 produces an XML File Download message?

When I select Help (F1) in Word 2007 or Outlook 2007, I get a message asking
me to download a file called BROWSE0.WINWORD.xml!

When I download and open it, it contains unformatted XML source, and, BTW, I
get no help, and The Office diagnostics tests say everything is fine.
