Why I cant download onenote stationary from office online?

I try to download book summary stationary (XP Pro, OneNote SP2). All seems to
be OK. It asks from me to accept the licence, then it downloads, then it will
open the onenote itself, but what there is not is the downloaded stationary.

Glad if someone can help me.
