Why I can't type simplified chinese in email subject

Hi, I am using Outlook XP traditional chinese verson, and I don't know why I
can't type simplified chinese in the subjuct of the email. But english or
traditional chinese is ok. So anyone can tell me what's the problem, how do I
fix it?
