why I get close " instead of open " everytime I type?

Why I get close " instead of open " everytime I type? It is not always
happening. Even though I tried to copy and paste my letters in new document,
the effect or the format is still happening in new document. Besides, the
grammar and spelling check it not working properly, even though I have
spelling errors and check it, it still shows grammars and spelling check is
right and complete.

Probably the text is formatted in the wrong language (Tools > Language > Set
language)... either manually, or in the style.
If it happens also for text you type in newly created docs, it's the Windows
regional settings... but that's probably not the problem in your case.
