Why I open projects as Read-Only ony by using MS Project 2003?

After I create a enterprise project and publish it to server via MS Project,
when I am trying to edit the project in the next time by using MS Project, I
found the projects is open as Read-Only.

Can anyone have any idea of this and how can I work around this issue?....

When you click File - Open, does the dialog show the project is checked out
to you, even though you do not already have it open? Let us know.

No, it is not checked out. But it is listed as gray if I toggle to
"read/write to check out".

I am the owner of the project. Some tasks in the project are in progress, is
it the reason?

Hi Dale,

I happened to get this issue fixed after I removed myself from one of the
customized Group, although it was very strange that even I was in Admin
group, I can't open some of the projects open as "read/write" as long as I
was in the customized group.

In the customized Group, was the Save Project option in the category
Permission section set to Deny, by chance? If so, that overrides the Allow
permission for every other Group to which you belong. Hope this helps.
