Describe what you mean by "as a picture," give your version of Outlook, and provide the steps you used to get the behavior that bothers you.

And next time, ask your question, with details, in the body of youir post.

I have Outlook Express 2003 and when I set up a new email and I want to
attach a file I click on the insert button and go to a file saved in
Microsoft Word and attach it to my email. Before sending the email I click on
the attachment and it opens in Microsoft Picture Manager and not in a word
document.

First of all, this is a forum for Outlook, not Outlook Express.

Second, this issue seems to have nothing whatsoever to do with your mail program.

Third, what type of file? Word can handle many kinds documents. Once you know the file type (doc, etc), run Windows Explorer, then choose Tools | Folder Options and switch to the File Types tab. Select the type of file, and you'll see both what program it is currently associated with and a Change button to allow you to change that association.
