Why is an already installed microsoft one note read-only?

ive just bought a toshiba laptop and microsoft onenote was already on it. ive
had to actuvate the program so why does it keep saying its only read-only and
i cant use it properly? can any1 help? thanks in advance

Could it be that the .one files are read-only?
