Why is Create an Outlook Item disabled?

I am currently using OneNote 2003 SP1 and Outlook 2002 SP3. The Create an
Outlook Item options (under Tools menu) are greyed out/disabled?

Is this an issue with my version of Outlook?

It is an issue with the version of Outlook that you have. That feature
requires Outlook 2003 in order to work.
