Why is email as attachment in plain text?

Hi,

When I send email as an attachment (File/Send To/Email recipient (as
attachment)) the body of the email is always in plain text.

I can't find a way to force it into HTML. I can change it to HTML; but I
have to do that every time.

How can I fix this?

I'm using Office 2003.

This happens even though OL is set to default to HTML format.

If I send to the recipient NOT as an attachment, it WILL be in HTML.
