why is my page x of y wrong?

I'm running MS Word 2003 SP2. I have a small document with a TOC page and a
section break following it. I start numbering the pages on the first page of
content which is actually the second page of the document. The X number is
correct; the Y number displays the actual number of pages, not the NUMPAGES-1
that I need to reflect that my first page, the TOC, should not be included in
the total.

Have you actually changed the { NumPages } field to { = { NumPages } - 1 }?
If not, then you can't expect it to reflect that. In this case, however, if
you have only two sections in the document, you can use the { SectionPages }
field instead.
