Why is Send unavailable on an embedded draft email?

I am trying to embed a draft email to send to my boss so that he can send
out from his email address. When I attach the draft email my send button
becomes unavailable.
I build the email with "To" email address, subject and body completed and
save it as a draft email. Then I attach the draft using the Insert Item
command. When I send to anyone the message is still set up with email
adresses, subject and body but it can not be sent out by the reciepiant...
I know this works because everyone else in my office can do this. I
compared all of my settings and I can not find any differance in teir
settings comared to mine...

Any help out there?????
