Why is the MS Office short cut bar not available?

I really miss the MS Office short cut bar. When I jump from one program to
another. My laptop has Office XP with it. My desktop just upgraded to Office
2007, and am at a loss why its missing.
Surely MS can have it as a download for the users that swear by its easy use.

It was dropped after Office XP. You can do a custom installation of Office
XP and only select the toolbar.
