Why is there a red x where my picture should be in e-mail?

I periodically get pictures from folks at work. When there are pictures
attached, sometimes there is just a Red X instead of the picture. How do I
fix this, or have the sender fix it?

Sometimes you can right click on it and then click on show picture, but
sometimes that happens when there is something wrong with the picture. Is is
all pictures or just some?
