Why is there no Journal listed under Tools/Options (2003)?

I'm trying to have Journal track more of my day by including entries for
Excel files, Word documents and Access, when I am in them. The Help Menu
says that I should be able to set Journal to record these by going to
Tools/Options/Journal. But Journal isn't one of my options....

on the preferences tab, look for the journal options button about halfway
down, its between contact options and note options.
