Why isn't spam going to junk mail folder

I tried posting this last week but did not get any helpful responses so I
thought I would try again. I am using Outlook 2003.
I have a web server that is already marking 'SPAM' in the topic for spam
mail. I want this to go in my Junk E-mail Folder. I have the Rule set up as
follows:

Apply this rule after the message arrives
with [Spam] or 'Spam' in the subject
and on this machine only
move to the junk E-mail folder

Most of the e-mail with spam in the topic does not get moved to junk E-mail.
Any idea what the problem could be?

I can think of a reason, but it might take a little research on your part.
Might you have a plug in installed in Outlook that also puts the [spam]
notation in the Subject line? That plug-in will take affect generally after
rules, so the rule would never move the messages.

If you go to Tools - Options - Other - Advanced - Add-ins and look at the
list, are there any antivirus or spam plug ins there?

If you don't download your mail for a while, check the web reader (if your
provider has one) and look at what is and isn't marked as spam, then
download, see if what is still in your inbox marked as spam was marked as
spam in the web based reader

Under Advanced, there is Add-in Manager and COM-Add-ins options.

Add-in Manager has the following listed and checked:
Google Desktop Search outlook Addin
Exchange Extensions Property manager
Fax Server Extension

COM Add-IN has the following listed and checked:
eData Security outlook Addin
Google Desktop Outlook bar

Should any of these be removed?
Also, I checked my web server and it is marking my SPAM E-mails with [SPAM]
before I download to Outlook. There is a small percentage of my SPAM e-mails
that are going to Junk Mail Folder.

I'd disable tthe Google Desktop add-ins as well as the eData add-in and try
again.

I disabled (Unchecked) tthe Google Desktop search outlook add-in from Add-In
Manager and also unchecked the eData Security outlook Add in and Google
Desktop Outlook Bar from COM Add-in. It didn't help. The e-mail I am
getting marked SPAM in the topic is still NOT going to Junk E-mail folder.

And what happened when you tried the advice you received about the format of
the rule?

The advice about adding the "stop processing more rules" action and removing
the "[spam]" string from the rule, since testing for "spam" will also catch
"[spam]".

Yes I tried that last week. It didn't help.

If this happened to me, I'd start Outlook once with the /cleanrules command
swithc and rebuild the rules from scratch.

I can't find cleanrules command. It doesn't come up in help either. All I
see it Delete rules. Is that it?

Start>Run>outlook.exe /cleanrules>OK
