Why isn't the new toolbar showing on both user accounts?

I have just installed a bluetooth USB dongle for my laptop, and it
automatically added a new toolbar to my outlook (2003) which has a
"sycronise" button to sycronise bluetooth devices. But when i log in on the
other user account on windows (XP) the toolbar isn't there or shown when i go
to the "customise" setting on the toolbar. Is there any way i can import it
or something?
