Why microsoft setup bootstrapper does not work so I can not insta.

I try to install Office 2007 and after I press ok for the authorization to
continue with the installation, the program does not launch. It appears as
if the Microsoft setup bootstrapper does not do anything. I can not even
choose the program to install.
