why my word add-in can't run in office97?

i develop a word add-in under envirment of : win2000 + VS.NET 2003,when i
refence word 11.0 dll of office 2003,it run well and commandbar will apear
in word 2003. but when i refence word 8.0 dll of office 97, then it don't
work and commandbar isn't apear in word97. Is it really only use VC++ to
develop addin for word97 ?

Yes assuming that the addin you built was a COM Addin. COM Addins where
first supported under Office 2000.
