Why no smooth scrolling in msg header list window?

When I left-click drag the vertical scrollbar thumb no
updates occur until I release the thumb.

As far as I can tell this is the only window/pane in any app
that behaves this way. Even the folder list pane within
o_O itself scrolls smoothly while I drag the thumb.

Environment:
MS Office Outlook 2003 (11.8010.6568) SP2
Windows XP SP2
MS USB IntelliMounse Explorer 3.0A, Driver 7/1/2001, 5.1.2600.0
