why non-active layers editible?

I'm just learning Visio and my book states that unless I select a layer as
active, it won't be editible...however my layer is show non-active and for
some reason I can still change it? Not sure what's up with that, the page is
set as foreground.

In Visio, the Active Layer(s) are the layers which will be assigned to any
subsequent drawn object, or master drop (that doesn't have a layer
assignment).
It is not an indication of the editable layers - this is what Locked layers
are for.
The book is wrong.
