Why the resource units are being changed after reporting the work

Hi all
We are working with project server 2007 SP2
I have a resource that has 3 tasks
His project manager plan for him 3 tasks for 2 month
On the first tasks he was planned with 35% units
On the second task he was planned with 25% units
On the third task he was planned with 40% units

The resource updates his progress via the PWA reporting his actual work.
His status manager approves the updates via the PWA.
When opening the project plan via the project professional the units you can
see that the units next to the resource name have been changed.
We are working with fixed units.
How can I avoid this unit’s change?
Why it is happening?

The original assignment Units have not changed. The number you are seeing
to the right of the resource's name in the Gantt Chart is the Peak Units
value. The Peak Units value is the greatest Units value for either planned
Work, Actual Work, or Remaining Work in any time period on that task. For
example, suppose I assign a resource to a task at 25% Units. The software
assigns the resource to work 2 hours per day over the life of the task. And
suppose that on one day, the resource enters 4 hours of Work. The original
assignment Units will still be 25%, but the Peak Units value is now 50%,
reflecting the fact that the resource entered 4 hours on one day of Work on
the task. This is the default behavior of Microsoft Project and you cannot
change it; therefore, you need to understand it and live with it. Hope this
