why tiff files are not sometimes openable by picture viewer

I'm using Microsoft document imaging for scanning documents using primax
flatbed scanner. The tiff files produced are not sometimes opened by
fax/picture viewer or any other graphical software I normally use to open
tiff files. Could you pl. tell me why?
