why will microsoft word open for one user but not the other?

word 2003 will open correctly for one user on our computer but will only open
to the bottom task bar for the other user and cannot restore to full screen

Open two Word documents. Right-click in the Task Bar and choose one of the
Tile Options. They should now open in Restore mode splitting the screen.
Close one of the documents and use the drag handles to expand the document
to near full-size and close Word. Now open it and it should all work again.
