Why won't MS Outlook load when I load MS Office Small Business 20.

When I try to go into Outlook I get an error message "an OLE registration
error occurred. The program is not correctly installed. Run setup again."
I have removed and reloaded Office 2000 Small Business over and over. WORD
and EXCEL and Publisher work fine but not Outlook. Also when I try to pull
up Outlook Express It says "MSOE.dll could not be loaded" What am I doing
wrong?
