Why won't my inserted picture go behind text?

I have inserted 2 pictures on my document. One goes behind the text just
fine, but the other one won't. I have even tried to insert the first picture
in the place where I want the second, and it won't go behind the text there
either. When I go into picture format options, it won't allow me to change
any settings under the layout tab. What's going on?!
