Why won't this macro open another program?

I have an access database linked to an Arcview project. I have a simple macro which should open the project. The macro is a simple runapp command with the command line : L:\Databases\raingauge data.mxd

I know that a desktop shortcut which contains this command line opens the project without problem. However when I try to use the macro to open the project I get the following error message

Microsoft Access can't invoke the Application using the Runapp action.
The path to the application is invalid or a component of the application is missing

Why does a desktop shortcut work but the Runapp command does not
