Why won't Word delete watermark from all pages?

After adding a draft watermark, I tried to remove it and it remains on
several pages. If I add it again, I get 2 watermarks on that page and when I
remove it, one still remains. If I copy that section to a new document, the
draft water mark goes with it. I tried deleting the normal.dot and that
didn't help. Any suggestions?

If the Drawing toolbar is not already displayed, display it by clicking
on View | Toolbars | Drawing. Click on the Select Objects tool (it's
the big white arrow) at the left end of the Drawing toolbar. Then click

View | Header and Footer. Click on the watermark and press Delete.
