Why would CRYPT.dll be incompatible with Outlook 07?

I was just upgrading from Outlook 2000 to 2007. It has worked for about a
week. I then went to upgrade the Business Contact Manager and it now will
not even let me open Outlook it gives me an Error message "The file
CRYPT32.dll is incompatible with Microsoft Office Outlook. Install Outlook
again." I uninstalled the newer version and I was able to open the older
version, but when I reinstalled 07 the error was there again. Quite
frustrating, I just want to have the updated software.
