WHy would shared bottom border on default/home page disappear

shared bottom border is appearing on other pages in this simple site, but
not on the home page. setting checked to: "apply to all pages".

I used FP cleaner that was suggested on another site.

Using FP2003, on WIN XP Pro.

Any help?

Your home page is missing a </body> tag before the </html> tag
Your other page has 2 tags at the end which belong in the HEAD section
<meta http-equiv="Content-Type" content="text/html; charset=windows-1252">

- remove them
