Why Z-axis instead of Y?

When creating a chart, the Z-axis is always enabled but the Y-axis title is always greyed. Why is the Y-axis greyed when that is the very axis you are using? Z-axis is 3 dimenional. But the graph is just 2D. If i can change this how do i do it? Am i doing something wrong or is my understanding wrong. Why the z-axis
