Widow/Orphan control not working

I have a document in Word 2K (Win 2K network) in which the paragraphs DO
have the Widow/Orphan control turned on and in some cases also Keep
together, but its not working. There are still orphan lines appearing at the
top of next pages. Its making the user crazy. Has anyone seen this? What can
be done to fix it?

I've seen this general type of problem in damaged documents. See
http://word.mvps.org/FAQs/AppErrors/CorruptDoc.htm. But also make sure that
the paragraphs in question are not also set to "Keep with next," which can
cause problems when applied to too many paragraphs in succession. Also note
that those controls do not apply in tables once you've allowed the rows to
break.

In addition to Suzannes's suggestions, also make sure that the
misbehaving lines aren't in fact single-line paragraphs, each of which
is followed by a paragraph mark (inserted each time you press ENTER).
If they are, widow/orphan control won't work. In order to see
paragraph marks (¶), press the ¶ button on the Standard toolbar. For
