The images need to print ~ 300-600dpi. Will embedding pictures in Microsoft
Publisher 2003 decrease their quality when converting to PDF, assuming the
images are not compressed in the PDF conversion settings?

Is it true that Inserting a picture is a better way to embed than Copy &
paste?

And what's the best way to transfer a picture from Word to Publisher?

Having compressed images is not a bad thing. It is a good thing
depending on what quality setting is used.
