Will Microsoft ever fix bug with all day appointments? Outlook 2003

Jesus Christ, we've been asking for this for years now!

When a user changes the timezone, all his/her all day appoints will then
span multiple days. I travel frequently and now am forced to keep timezone
the same so as not to destroy my calendar.

This is ridiculous!
