will not allow me to format picture

when i insert a picture into the teext box in my word document and click on
format picture, the layout portion, where you can do the text wrapping and
move the picture, etc. is gray..cannot click on it.

That's how it works. You can't change the layout of an object
that is inside a text box... the object *must* be "inline with
text" inside the text box. But you can select the text box
itself and change its layout.

but how do i get the text to wrap around the picture in the text box if it
willnot allow me to format. i formatted the text bos to in line with text.

You cannot wrap text around a graphic in a text box. The text box is already
in the drawing layer, so the graphic has to be inline.
