Will not allow us to add new contacts & how do we merge contact lists?

I have two users with two different issues revolving
around contact lists. The first question is:

We can't add new contacts? Why is that? How do we resolve
this?

The second issue is: How can we merge contact lists? SO
that two managers can have the exact same contact list?
One manager currently has the list that the other manager
would like to have. How do they merge them?

Outlook version? What symptoms indicate that you cannot add new contacts? Have you thought about using a public folder to share your contacts?
